וַאֲפִלּוּ לְחָסְמָהּ מִבַּחוּץ אָסוּר, דְּאָמַר קְרָא לֹא תַחְסֹם שׁוֹר בְּדִישׁוֹ – אָמְרָה תּוֹרָה בִּשְׁעַת דִּישָׁה לֹא תְּהֵא חֲסִימָה.

English: And even to muzzle it outside [before the work begins] is forbidden, for Scripture says ‘You shall not muzzle an ox while it is threshing’ – the Torah said that at the time of threshing there shall be no muzzling.

On the daf / in context: Bava Metzia 90b forbids preparing the muzzle in advance so that the animal is already muzzled when work starts.
