When there is a dispute between men and they come to judgment, and they judge them, and they declare the righteous one righteous and the wicked one wicked,

Derash on the court’s declaration (Sifrei) — the verdict must correctly identify the guilty and the innocent.
The judges must declare the righteous party righteous and the guilty party guilty; only then does the Torah proceed to the measure of punishment.
