וְאָמְר֞וּ אֶל־זִקְנֵ֣י עִיר֗וֹ בְּנֵ֤נוּ זֶה֙ סוֹרֵ֣ר וּמֹרֶ֔ה אֵינֶ֥נּוּ שֹׁמֵ֖עַ בְּקֹלֵ֑נוּ זוֹלֵ֖ל וְסֹבֵֽא׃
And they shall say to the elders of his city: This son of ours is wayward and rebellious; he does not listen to our voice; he is a glutton and a drunkard.

בֵּן סוֹרֵר וּמוֹרֶה – בַּתְּחִלָּה מַלְקִין אוֹתוֹ, וְאִם שָׁנָה בּוֹ גּוֹמְרִין אֶת דִּינוֹ.
English: A wayward and rebellious son — at first they flog him; if he repeats the act they complete his judgment.
On the daf / in context: The procedure has two stages: an initial warning and lashes, then, if the son repeats the gluttony, a final capital judgment.
