וְאָמְר֞וּ אֶל־זִקְנֵ֣י עִיר֗וֹ בְּנֵ֤נוּ זֶה֙ סוֹרֵ֣ר וּמֹרֶ֔ה אֵינֶ֥נּוּ שֹׁמֵ֖עַ בְּקֹלֵ֑נוּ זוֹלֵ֖ל וְסֹבֵֽא׃

And they shall say to the elders of his city: This son of ours is wayward and rebellious; he does not listen to our voice; he is a glutton and a drunkard.

בֵּן סוֹרֵר וּמוֹרֶה – עַד שֶׁיַּתְרֹו בּוֹ בִּפְנֵי שְׁנֵי עֵדִים.

English: A wayward and rebellious son — until they warn him before two witnesses.

On the daf / in context: The ordinary rules of warning (hatra’ah) and two witnesses apply. Without proper warning the capital procedure cannot proceed.
