יָצְא֞וּ אֲנָשִׁ֤ים בְּנֵֽי־בְלִיַּ֙עַל֙ מִקִּרְבֶּ֔ךָ וַיַּדִּ֛יחוּ אֶת־יֹשְׁבֵ֥י עִירָ֖ם לֵאמֹ֑ר נֵלְכָ֗ה וְנַעַבְדָ֛ה אֱלֹהִ֥ים אֲחֵרִ֖ים אֲשֶׁ֥ר לֹא־יְדַעְתֶּֽם׃
Men, base fellows, have gone out from your midst and have led astray the inhabitants of their city, saying, “Let us go and serve other gods” that you have not known.

מִקִּרְבֶּךָ – מְלַמֵּד שֶׁאֵין נֶהֱרָגִים עַד שֶׁיִּהְיוּ הַמַּדִּיחִים מֵאוֹתוֹ הַשֵּׁבֶט.
English: “From your midst” — this teaches that they are not put to death unless the seducers are from that same tribe.
On the daf / in context: The seducers must belong to the tribe of the city; outsiders do not generate the special status of ir ha-nidachas.

Derash on the verse (Sanhedrin) — the seducers must be members of the city’s own tribe.
