Men, base fellows, have gone out from your midst and have led astray the inhabitants of their city, saying, “Let us go and serve other gods” that you have not known.
English: “The inhabitants of their city” — this teaches that they are not put to death unless the seducers are from that same city and unless the majority of the city is led astray.
On the daf / in context: Both conditions are required: the seducers must belong to the city itself, and a majority of its inhabitants must have been turned to idolatry.
