יָצְא֞וּ אֲנָשִׁ֤ים בְּנֵֽי־בְלִיַּ֙עַל֙ מִקִּרְבֶּ֔ךָ וַיַּדִּ֛יחוּ אֶת־יֹשְׁבֵ֥י עִירָ֖ם לֵאמֹ֑ר נֵלְכָ֗ה וְנַעַבְדָ֛ה אֱלֹהִ֥ים אֲחֵרִ֖ים אֲשֶׁ֥ר לֹא־יְדַעְתֶּֽם׃

Men, base fellows, have gone out from your midst and have led astray the inhabitants of their city, saying, “Let us go and serve other gods” that you have not known.

לֵאמֹר – מְלַמֵּד שֶׁצְּרִיכִים עֵדִים וְהַתְרָאָה לְכׇל אֶחָד וְאֶחָד.

English: “Saying” — this teaches that witnesses and formal warning are required for each and every one of them.

On the daf / in context: The word “leimor” indicates that the seductive speech itself must be attested by witnesses and preceded by hatra’ah for each individual seducer.

Derash on the verse (Sanhedrin) — each seducer needs his own witnesses and warning.
