לֹֽא־תוּכַ֞ל לֶאֱכֹ֣ל בִּשְׁעָרֶ֗יךָ מַעְשַׂ֤ר דְּגָֽנְךָ֙ וְתִֽירֹשְׁךָ֣ וְיִצְהָרֶ֔ךָ וּבְכֹרֹ֥ת בְּקָרְךָ֖ וְצֹאנֶ֑ךָ וְכָל־נְדָרֶ֙יךָ֙ אֲשֶׁ֣ר תִּדֹּ֔ר וְנִדְבֹתֶ֖יךָ וּתְרוּמַ֥ת יָדֶֽךָ׃

You may not eat within your gates the tithe of your grain or of your wine or of your oil, or the firstborn of your herd or of your flock, or any of your vows that you vow, or your freewill-offerings, or the contribution of your hand.

וְכָל נְדָרֶיךָ – זוֹ עוֹלָה. אָמַר רַבִּי שִׁמְעוֹן, מָה בָּא זֶה לְלַמְּדֵנוּ, אִם לְאוֹכְלָן חוּץ לַחוֹמָה, קַל וָחֹמֶר מִמַּעְשֵׂר הַקַּל, אִם לִפְנֵי זְרִיקָה, קַל וָחֹמֶר מִתּוֹדָה וּשְׁלָמִים, אִם לְאַחַר זְרִיקָה, קַל וָחֹמֶר מִבְּכוֹר, אִם חוּץ לַקְּלָעִים, קַל וָחֹמֶר מֵחַטָּאת וְאָשָׁם, הָא לֹא בָּא הַכָּתוּב אֶלָּא לְאוֹכֵל מִן הָעוֹלָה לְאַחַר זְרִיקָה שֶׁהוּא לוֹקֶה.

English: “And all your vows” — this is the burnt-offering. R’ Shimon said: What does this come to teach us? If for one who eats them outside the wall, it is a kal va-chomer from the lighter ma’aser; if before the sprinkling, a kal va-chomer from the todah and shelamim; if after the sprinkling, a kal va-chomer from the firstborn; if outside the hangings, a kal va-chomer from the chatat and asham. Therefore the verse comes only for one who eats of the burnt-offering after the sprinkling, that he incurs lashes.

On the daf / in context: After eliminating the cases already known by kal va-chomer, the verse is left to teach liability for eating of an olah after zerikah.
