English: “And come there” — The Sages taught: Those obligated for valuations, dedications, consecrations, sin-offerings, guilt-offerings, burnt-offerings, peace-offerings, charity, tithes, the firstborn, the pesach, leket, shikhechah and peah — it is a mitzvah to bring them on the first festival that occurs, as it is stated “and come there and you shall bring there.”
Derash on the verse (Sifrei) — the timing of bringing various sacred dues.
One should bring outstanding offerings, dedications, and related dues on the first festival that arrives.
