הֲלֹא־הֵ֜מָּה בְּעֵ֣בֶר הַיַּרְדֵּ֗ן אַֽחֲרֵי֙ דֶּ֚רֶךְ מְב֣וֹא הַשֶּׁ֔מֶשׁ בְּאֶ֙רֶץ֙ הַֽכְּנַעֲנִ֔י הַיֹּשֵׁ֖ב בָּעֲרָבָ֑ה מ֚וּל הַגִּלְגָּ֔ל אֵ֖צֶל אֵלוֹנֵ֥י מֹרֶֽה׃

Are they not beyond the Jordan, behind the way of the going down of the sun, in the land of the Canaanite who dwells in the Arabah, opposite Gilgal, beside the terebinths of Moreh?

הַיֹּשֵׁב בָּעֲרָבָה – אָמַר לָהֶם, בַּיִּשּׁוּב לֵכוּ וְלֹא בַּמִּדְבָּרִיּוֹת, בָּעֲרָבָה לֵכוּ וְלֹא בֶּהָרִים וּגְבָעוֹת.

English: “Who dwells in the Arabah” — He said to them: Go through the settled area and not through the wildernesses; go through the Arabah and not through the mountains and hills.

On the daf / in context: The route is to pass through the Canaanite plain rather than skirting the Jordan through the hill country of the Chivi.
