Parashas Kedoshim · Passuk 19:04
Chabad.org — English translation + Rashi
Torah Temimah · Toras Kohanim / Avodah Zarah.
English: One may not gaze at a [foreign] image, for it is said “do not turn to the elilim” — do not turn your mind toward them.
Prohibition of intentional gazing at idolatrous forms
The command is not only against worship but against directing one’s attention and mind toward idolatrous images made for that purpose.
