English: “And his means do not suffice” — if someone said “the offering of this metzora is upon me,” and both the metzora and the one who vowed are poor, he brings the poor man’s offering. Why? The Torah said “and his means do not suffice” — to include the one who vows.
Ribui of the one who vows
Chazal include the third party who undertakes the offering within the language of “his means do not suffice,” allowing the reduced offering when both are poor.
