Core Text of Chazal

Core Text

English: “And his means do not suffice” — one might think that if he has become poorer than he was (e.g., a man of a hundred maneh who became a man of fifty maneh) he is [considered] poor; therefore the verse says “and his means do not suffice,” and this one’s means do still suffice.

What Is Learned

Chazal define the reduced offering as available only when the person truly lacks the means, not merely when his wealth has decreased from a higher level.
