סֹלֶת מִנְחָה — בַּמִּנְחָה הַבָּאָה עִם הַזֶּבַח הַכָּתוּב מְדַבֵּר.

English: “Fine flour as a minchah” — the verse speaks of the minchah that comes together with the sacrifice (not a free-standing minchah).
