English: “For behold, the kings assembled, they came onward together” — these are Yehudah and Yosef. “They came onward together” — each was filled with anger against the other. … Rabbi Yehudah says the approach was for war; the Rabbis say it was for prayer. Rabbi Elazar said: Whether for war, for conciliation, or for prayer — I come.
On the daf / in context: The midrash frames the meeting as a confrontation of two kings (lion and ox). Yehudah’s approach is read as carrying the full range of possible intents, and the brothers look on in fear while the two “kings” face each other.
