Thou shalt be over my house, and according unto thy word shall all my people be ruled; only in the throne will I be greater than thou.

רַק הַכִּסֵּא. רַבִּי לֵוִי לָמַד מִפַּרְעֹה שֶׁהַגְּדוּלָּה שֶׁל הַמֶּלֶךְ נִשְׁאֶרֶת מֵעַל לַשִּׁלְטוֹן שֶׁנִּמְסַר לְיוֹסֵף.
English: Bereishis Rabbah reads “only the throne” as the boundary between Yosef’s sweeping authority and Pharaoh’s remaining royal greatness.
On the daf / in context: The Midrash uses Pharaoh’s wording as a model for distinguishing delegated greatness from the superior status retained by the ruler.
