יָכוֹל לֹא יְהֵא חַיָּב עַד שֶׁיַּעֲבֹר אֶת כֻּלָּם? תַּלְמוּד לוֹמַר כָּל עֹשֵׂה אֵלֶּה – אֲפִלּוּ אַחַת מֵאֵלֶּה.
English: Might one think he is not liable until he transgresses all of them? Scripture says “every one who does these” — even one of these.
On the daf / in context: Each individual act of dishonest measure is itself a complete violation.
Derash making each single act sufficient for liability.
Liability attaches for even a single act of dishonest measuring.
