The Complete Passuk

וְקָֽרְאוּ־ל֥וֹ זִקְנֵֽי־עִיר֖וֹ וְדִבְּר֣וּ אֵלָ֑יו וְעָמַ֣ד וְאָמַ֔ר לֹ֥א חָפַ֖צְתִּי לְקַחְתָּֽהּ׃

Then the elders of his city shall call him and speak to him, and he shall stand and say: “I do not desire to take her.”

Torah Temimah points to Sanhedrin 31b.

TT lemma: זִקְנֵי עִירוֹ.

זִקְנֵי עִירוֹ וְלֹא זִקְנֵי עִירָהּ – מְלַמֵּד שֶׁהַיְּבָמָה הוֹלֶכֶת אַחַר הַיָּבָם לְהַתִּירָהּ.

English: “The elders of his city” and not the elders of her city — teaching that the yevamah goes after the yavam to be released.
