וְקָֽרְאוּ־ל֥וֹ זִקְנֵֽי־עִיר֖וֹ וְדִבְּר֣וּ אֵלָ֑יו וְעָמַ֣ד וְאָמַ֔ר לֹ֥א חָפַ֖צְתִּי לְקַחְתָּֽהּ׃

Then the elders of his city shall call him and speak to him, and he shall stand and say: “I do not desire to take her.”

זִקְנֵי עִירוֹ – לְרַבּוֹת אֲפִלּוּ שְׁלֹשָׁה הֶדְיוֹטוֹת; וּמִכָּל מָקוֹם בָּעֵינַן שֶׁיֵּדְעוּ לְהַקְרוֹת לָהֶם הַפְּסוּקִים.

English: “The elders of his city” — this includes even three ordinary men; nevertheless they must know how to dictate the verses to the parties.
