And if the man does not desire to take his yevamah, then his yevamah shall go up to the gate to the elders and say: “My husband’s brother refuses to establish a name for his brother in Israel; he will not perform the duty of a husband’s brother for me.”

TT lemma: מֵאֵן יְבָמִי.
הַיְּבָמָה לֹא תַּחֲלֹץ וְלֹא תִּתְיַבֵּם עַד שֶׁיַּעַבְרוּ עָלֶיהָ שְׁלֹשָׁה חֳדָשִׁים; וְתַחֲלֹץ מִיָּד – תָּנָא רַבִּי הוֹשַׁעְיָא: מֵאֵן יְבָמִי – זֶה שֶׁאוֹמְרִים לוֹ יַבֵּם אוֹמְרִים לוֹ חֲלֹץ.
English: The yevamah may not perform chalitzah or yibbum until three months have passed; yet she may perform chalitzah immediately — Rabbi Hoshaya taught: “My husband’s brother refuses” — one to whom they say “perform yibbum” they also say “perform chalitzah.”
On the daf / in context: The three-month waiting period applies to yibbum; chalitzah may be performed earlier in certain circumstances, but the basic correlation of eligibility remains.
Derash on timing and the parallel of the two institutions.
The same man who is eligible to be told “perform yibbum” is eligible to be told “perform chalitzah.”
