וְאִם־לֹ֤א יַחְפֹּץ֙ הָאִ֔ישׁ לָקַ֖חַת אֶת־יְבִמְתּ֑וֹ וְעָלְתָה֩ יְבִמְתּ֨וֹ הַשַּׁ֜עְרָה אֶל־הַזְּקֵנִ֗ים וְאָֽמְרָה֙ מֵאֵ֨ן יְבָמִ֜י לְהָקִ֨ים לְאָחִ֥יו שֵׁם֙ בְּיִשְׂרָאֵ֔ל לֹ֥א אָבָ֖ה יַבְּמִֽי׃

And if the man does not desire to take his yevamah, then his yevamah shall go up to the gate to the elders and say: “My husband’s brother refuses to establish a name for his brother in Israel; he will not perform the duty of a husband’s brother for me.”

מֵאֵן יְבָמִי – וְלֹא זֶה שֶׁמֵּאֲנוּ שָׁמַיִם (פְּרָט לְחַיָּבֵי לָאוִין); אֶלָּא מֵעַתָּה לֹא תְּהֵא צְרִיכָה חֲלִיצָה? אָמַר רַבִּי יִרְמְיָה: יְבִמְתּוֹ יְבִמְתּוֹ – הַתּוֹרָה רִבְּתָה לַחֲלִיצָה.

English: “My husband’s brother refuses” — and not one whom Heaven has refused (excluding those forbidden by negative commandments). But then she should not require chalitzah? Rabbi Yirmeyah said: the doubled “yevamah” — the Torah included them for chalitzah.

On the daf / in context: Certain women who cannot be taken in yibbum (e.g., those forbidden by a lav) still require chalitzah; the verse’s language is expanded to cover them.
