When brothers dwell together and one of them dies and has no son, the wife of the dead shall not be outside to a strange man; her husband’s brother shall come upon her and take her to himself as a wife and perform the duty of a husband’s brother for her.
Torah Temimah points to Yevamot 54b.
TT lemma: וְיִבְּמָהּ.
וַאֲפִלּוּ בְּהַעֲרָאָה – מִלְּשׁוֹן וְיִבְּמָהּ.
English: Even initial contact (ha’ara’ah) — from the language “and he shall perform the duty of a husband’s brother for her.”
On the daf / in context: The additional verb reinforces that the beginning of the act is sufficient to effect yibbum.
Derash on the sufficiency of ha’ara’ah.
The initial stage of intercourse is sufficient to complete the acquisition of the yevamah.
