כִּי־יֵשְׁב֨וּ אַחִ֜ים יַחְדָּ֗ו וּמֵ֨ת אַחַ֤ד מֵהֶם֙ וּבֵ֣ן אֵֽין־ל֔וֹ לֹֽא־תִהְיֶ֧ה אֵֽשֶׁת־הַמֵּ֛ת הַח֖וּצָה לְאִ֣ישׁ זָ֑ר יְבָמָהּ֙ יָבֹ֣א עָלֶ֔יהָ וּלְקָחָ֥הּ ל֛וֹ לְאִשָּׁ֖ה וְיִבְּמָֽהּ׃

When brothers dwell together and one of them dies and has no son, the wife of the dead shall not be outside to a strange man; her husband’s brother shall come upon her and take her to himself as a wife and perform the duty of a husband’s brother for her.

יָכוֹל כְּשֵׁם שֶׁבִּיאָה גּוֹמֶרֶת בָּהּ כָּךְ יִהְיוּ כֶּסֶף וְשְׁטָר גּוֹמְרִים בָּהּ? תַּלְמוּד לוֹמַר יְבָמָהּ יָבֹא עָלֶיהָ וְיִבְּמָהּ – מְלַמֵּד שֶׁבִּיאָה גּוֹמֶרֶת בָּהּ וְאֵין כֶּסֶף וְשְׁטָר גּוֹמְרִים בָּהּ.

English: Might one think that just as bi’ah completes the acquisition, so money and document complete it? Scripture says “her yavam shall come upon her and perform the duty of a husband’s brother” — teaching that bi’ah completes it and money and document do not.

On the daf / in context: On the biblical level only bi’ah acquires the yevamah; rabbinically money or document create a partial prohibition to the other brothers.
