וְאָמְר֞וּ אֶל־זִקְנֵ֣י עִיר֗וֹ בְּנֵ֤נוּ זֶה֙ סוֹרֵ֣ר וּמֹרֶ֔ה אֵינֶ֥נּוּ שֹׁמֵ֖עַ בְּקֹלֵ֑נוּ זוֹלֵ֖ל וְסֹבֵֽא׃
And they shall say to the elders of his city: This son of ours is wayward and rebellious; he does not listen to our voice; he is a glutton and a drunkard.

אֵינֶנּוּ שֹׁמֵעַ בְּקֹלֵנוּ – קוֹל שָׁוֶה.
English: “He does not listen to our voice” — a voice that is equal (both parents speaking alike).
On the daf / in context: Both parents must have the same complaint and the same voice of authority. Disagreement between them voids the procedure.
