כִּֽי־יִהְיֶ֣ה לְאִ֗ישׁ בֵּ֚ן סוֹרֵ֣ר וּמוֹרֶ֔ה אֵינֶ֣נּוּ שֹׁמֵ֔עַ בְּק֥וֹל אָבִ֖יו וּבְק֣וֹל אִמּ֑וֹ וְיִסְּר֣וּ אֹת֔וֹ וְלֹ֥א יִשְׁמַ֖ע אֲלֵיהֶֽם׃

If a man has a wayward and rebellious son who does not listen to the voice of his father and the voice of his mother, and they discipline him but he does not listen to them,

לְאִישׁ בֵּן – הַקָּטָן אֵינוֹ נַעֲשֶׂה בֵּן סוֹרֵר וּמוֹרֶה, דַּאֲמַר קְרָא כִּי יִהְיֶה לְאִישׁ בֵּן, בֵּן הַסָּמוּךְ לִגְבוּרָתוֹ שֶׁל אִישׁ.

English: “A son to a man” — a minor does not become a wayward and rebellious son, for the verse says “if a man has a son”: a son who is near to the strength of manhood.

On the daf / in context: The law applies only to a youth who has reached the age of majority (thirteen years and one day) but is still close to the beginning of manhood. A true minor is excluded.
