Only the women, the children, the livestock, and all that is in the city, all its spoil, you shall plunder for yourself; and you shall eat the spoil of your enemies, which the Eternal your God has given you.

Lemma: וְאָכַלְתָּ אֶת שְׁלַל אֹיְבֶיךָ.
English: ‘And you shall eat the spoil of your enemies, which the Eternal your God has given you’ – a gift from Heaven.
Derash on the source of the spoil (Sifrei) — the booty is not mere human seizure but a Divine grant.
The spoil taken from a city that refused peace is regarded as given by Hashem; therefore it may be used and eaten.
