וְעָשִׂ֜יתָ חַ֤ג שָׁבֻעוֹת֙ לַיהֹוָ֣ה אֱלֹהֶ֔יךָ מִסַּ֛ת נִדְבַ֥ת יָדְךָ֖ אֲשֶׁ֣ר תִּתֵּ֑ן כַּאֲשֶׁ֥ר יְבָרֶכְךָ֖ יְהֹוָ֥ה אֱלֹהֶֽיךָ׃

And you shall keep the festival of Shavuos to Hashem your God, with a tribute of a freewill offering of your hand, which you shall give according as Hashem your God blesses you.

מִסַּת נִדְבַת יָדְךָ – תַּנְיָא, עוֹלוֹת בַּמּוֹעֵד בָּאוֹת מִן הַחֻלִּין וְטוֹפֵל לְמַעֲשֵׂר.

English: "With a tribute of a freewill offering of your hand" — It was taught: Burnt-offerings on the festival come from ordinary funds, and one may add ma’aser.

On the daf / in context: The core obligation is met with chullin; once that minimum is satisfied, ma’aser-sheni money may be used to enlarge the offering.
