וְעָשִׂ֜יתָ חַ֤ג שָׁבֻעוֹת֙ לַיהֹוָ֣ה אֱלֹהֶ֔יךָ מִסַּ֛ת נִדְבַ֥ת יָדְךָ֖ אֲשֶׁ֣ר תִּתֵּ֑ן כַּאֲשֶׁ֥ר יְבָרֶכְךָ֖ יְהֹוָ֥ה אֱלֹהֶֽיךָ׃

And you shall keep the festival of Shavuos to Hashem your God, with a tribute of a freewill offering of your hand, which you shall give according as Hashem your God blesses you.

מִסַּת נִדְבַת יָדְךָ – מִסַּת מְלַמֵּד שֶׁאָדָם מֵבִיא חוֹבוֹתָיו מִן הַחֻלִּין.

English: "With a tribute of a freewill offering of your hand" — "tribute" teaches that a person brings his obligatory offerings from ordinary (chullin) funds.

On the daf / in context: Festival obligations must be discharged with money that is not ma’aser sheni; the word "misas" implies a levy from one’s own ordinary resources.
