וּבָ֣א הַלֵּוִ֡י כִּ֣י אֵֽין־לוֹ֩ חֵ֨לֶק וְנַחֲלָ֜ה עִמָּ֗ךְ וְ֠הַגֵּ֠ר וְהַיָּת֤וֹם וְהָֽאַלְמָנָה֙ אֲשֶׁ֣ר בִּשְׁעָרֶ֔יךָ וְאָכְל֖וּ וְשָׂבֵ֑עוּ לְמַ֤עַן יְבָרֶכְךָ֙ יְהֹוָ֣ה אֱלֹהֶ֔יךָ בְּכׇל־מַעֲשֵׂ֥ה יָדְךָ֖ אֲשֶׁ֥ר תַּעֲשֶֽׂה׃
And the Levi shall come, for he has no portion or inheritance with you, and the stranger and the orphan and the widow who are within your gates, and they shall eat and be satisfied, in order that Hashem your God may bless you in all the work of your hand that you do.

Core Text
אֲשֶׁר בִּשְׁעָרֶיךָ – מְלַמֵּד שֶׁאֵין מוֹצִיאִין מֵאֶרֶץ לְחוּץ לָאָרֶץ.
English: "Who are within your gates" — this teaches that one does not take [ma’aser ani] out from the Land to outside the Land.
On the daf / in context: Ma’aser ani (and according to some readings the poor themselves) must remain within Eretz Yisrael.
