וְנָתַתָּ֖ה בַּכָּ֑סֶף וְצַרְתָּ֤ הַכֶּ֙סֶף֙ בְּיָ֣דְךָ֔ וְהָֽלַכְתָּ֙ אֶל־הַמָּק֔וֹם אֲשֶׁ֥ר יִבְחַ֛ר יְהֹוָ֥ה אֱלֹהֶ֖יךָ בּֽוֹ׃

Then you shall turn it into money, and bind up the money in your hand, and go to the place that Hashem your God shall choose.

בְּיָדְךָ – מִכָּאן לְמַעֲשֵׂר שֵׁנִי שֶׁאֵין מְחַלְּלִין עַל מָעוֹת שֶׁאֵינָן בִּרְשׁוּתוֹ, דִּכְתִיב וְצַרְתָּ הַכֶּסֶף בְּיָדְךָ – בָּעֵינַן מָצוּי בְּיָדְךָ.

English: "In your hand" — from here we learn that ma’aser sheni may not be redeemed upon money that is not in one’s possession, for it is written "and you shall bind up the money in your hand" — we require that it be available in your hand.

On the daf / in context: Money that is distant, deposited in an inaccessible place, or lost at sea cannot serve for the redemption.
