וְכִֽי־יִרְבֶּ֨ה מִמְּךָ֜ הַדֶּ֗רֶךְ כִּ֣י לֹ֣א תוּכַל֮ שְׂאֵתוֹ֒ כִּֽי־יִרְחַ֤ק מִמְּךָ֙ הַמָּק֔וֹם אֲשֶׁ֨ר יִבְחַ֜ר יְהֹוָ֣ה אֱלֹהֶ֗יךָ לָשׂ֤וּם שְׁמוֹ֙ שָׁ֔ם כִּ֥י יְבָרֶכְךָ֖ יְהֹוָ֥ה אֱלֹהֶֽיךָ׃

And if the way be too long for you, so that you are not able to carry it, because the place is too far from you which Hashem your God shall choose to set His Name there, when Hashem your God blesses you.

לֹא תוּכַל שְׂאֵתוֹ – אָמַר רַבִּי אֶלְעָזָר, מִנַּיִן לְמַעֲשֵׂר שֵׁנִי שֶׁנִּטְמָא שֶׁפּוֹדִין אוֹתוֹ אֲפִלּוּ בִּירוּשָׁלַיִם, תַּלְמוּד לוֹמַר כִּי לֹא תוּכַל שְׂאֵתוֹ, וְאֵין שְׂאֵת אֶלָּא אֲכִילָה.

English: "You are not able to carry it" — Rabbi Elazar said: From where do we know that ma’aser sheni that has become tamei may be redeemed even in Yerushalayim? From the verse "for you are not able to carry it," and "se’eis" means nothing other than eating.

On the daf / in context: When ma’aser sheni becomes impure it can no longer be eaten; the verse therefore permits its redemption even inside Yerushalayim.
