וְאָכַלְתָּ֞ לִפְנֵ֣י ׀ יְהֹוָ֣ה אֱלֹהֶ֗יךָ בַּמָּק֣וֹם אֲשֶׁר־יִבְחַר֮ לְשַׁכֵּ֣ן שְׁמ֣וֹ שָׁם֒ מַעְשַׂ֤ר דְּגָֽנְךָ֙ תִּֽירֹֽשְׁךָ֣ וְיִצְהָרֶ֔ךָ וּבְכֹרֹ֥ת בְּקָרְךָ֖ וְצֹאנֶ֑ךָ לְמַ֣עַן תִּלְמַ֗ד לְיִרְאָ֛ה אֶת־יְהֹוָ֥ה אֱלֹהֶ֖יךָ כׇּל־הַיָּמִֽים׃

And you shall eat before Hashem your God, in the place that He will choose to make His Name dwell there, the tithe of your grain, of your wine and of your oil, and the firstborn of your herd and of your flock, in order that you may learn to fear Hashem your God all the days.

לְמַעַן תִּלְמַד לְיִרְאָה – מַגִּיד שֶׁגָּדוֹל מַעֲשֵׂר שֵׁנִי שֶׁמֵּבִיא לִידֵי תַּלְמוּד.

English: "In order that you may learn to fear" — this teaches that ma’aser sheni is great because it leads to Torah study.

On the daf / in context: While the owner remains in Yerushalayim until the ma’aser is consumed, he is surrounded by people engaged in sacred service and is drawn to study.
