כָּל עוֹף טָהוֹר תֹּאכֵלוּ — לְהַתִּיר מְשֻׁלַּחַת שֶׁבַּמְּצֹרָע; וְעוֹף טָהוֹר נֶאֱכָל בְּמָסוֹרָה.

English: “You may eat every clean bird” — this comes to permit the bird that is set free in the purification of a metzora; and a clean bird is eaten on the basis of tradition.

On the daf / in context: The inclusive language both authorizes the released metzora-bird and establishes that practical kashrut of birds rests on received tradition.
