יָצְא֞וּ אֲנָשִׁ֤ים בְּנֵֽי־בְלִיַּ֙עַל֙ מִקִּרְבֶּ֔ךָ וַיַּדִּ֛יחוּ אֶת־יֹשְׁבֵ֥י עִירָ֖ם לֵאמֹ֑ר נֵלְכָ֗ה וְנַעַבְדָ֛ה אֱלֹהִ֥ים אֲחֵרִ֖ים אֲשֶׁ֥ר לֹא־יְדַעְתֶּֽם׃

Men, base fellows, have gone out from your midst and have led astray the inhabitants of their city, saying, “Let us go and serve other gods” that you have not known.

וַיַּדִּיחוּ – אַנְשֵׁי עִיר הַנִּדַּחַת אֵין לָהֶם חֵלֶק לָעוֹלָם הַבָּא, שֶׁנֶּאֱמַר וַיַּדִּיחוּ אֶת יוֹשְׁבֵי עִירָם.

English: “And they have led astray” — The people of an ir ha-nidachas have no portion in the World to Come, as it is said “and they have led astray the inhabitants of their city.”

On the daf / in context: The language of being “led astray” is taken to mean that they have been thrust out from the domain of the Holy One, and therefore forfeit their share in the World to Come (with the usual qualifications regarding repentance and atonement after death).
