And you shall offer your burnt-offerings, the flesh and the blood, on the altar of Hashem your God; and the blood of your sacrifices shall be poured out on the altar of Hashem your God, and the flesh you shall eat.
Torah Temimah points to Sifrei / Zevachim.
English: “The flesh and the blood” — The wool on the heads of lambs and the hair on the beards of goats of burnt-offerings, and the bones, the sinews, the horns, and the hooves — when they are still attached they go up [on the altar]; if they have separated they do not go up [and if they went up they come down], as it is said “and you shall offer your burnt-offerings, the flesh and the blood.”
Derash on the verse (Sifrei) — which parts of the olah ascend the altar.
Attached wool, hair, bones, sinews, horns, and hooves of the burnt-offering ascend the altar; once detached they do not.
