כִּֽי־יַרְחִ֨יב יְהֹוָ֤ה אֱלֹהֶ֙יךָ֙ אֶֽת־גְּבֻ֣לְךָ֔ כַּאֲשֶׁ֥ר דִּבֶּר־לָ֖ךְ וְאָמַרְתָּ֙ אֹכְלָ֣ה בָשָׂ֔ר כִּֽי־תְאַוֶּ֥ה נַפְשְׁךָ֖ לֶאֱכֹ֣ל בָּשָׂ֑ר בְּכָל־אַוַּ֥ת נַפְשְׁךָ֖ תֹּאכַ֥ל בָּשָֽׂר׃

When Hashem your God enlarges your border as He has spoken to you, and you say, “I will eat meat,” because your soul desires to eat meat, you may eat meat according to all the desire of your soul.

כִּי יַרְחִיב וגו׳ – תָּנוּ רַבָּנָן, כִּי יַרְחִיב ה׳ אֱלֹהֶיךָ אֶת גְּבֻלְךָ וְאָמַרְתָּ אֹכְלָה בָשָׂר, לִמְּדָה תּוֹרָה דֶּרֶךְ אֶרֶץ שֶׁלֹּא יֹאכַל אָדָם בָּשָׂר אֶלָּא לְתֵאָבוֹן.

English: “When [Hashem] enlarges…” — The Sages taught: “When Hashem your God enlarges your border and you say, ‘I will eat meat’” — the Torah taught proper conduct, that a person should not eat meat except out of desire (i.e., when he has an appetite for it).

On the daf / in context: The verse is read as guidance for moderate consumption: meat is permitted when genuinely desired, not as a constant staple that could lead to impoverishment.
