You may not eat within your gates the tithe of your grain or of your wine or of your oil, or the firstborn of your herd or of your flock, or any of your vows that you vow, or your freewill-offerings, or the contribution of your hand.
English: “To eat within your gates” — And concerning the poor man’s tithe it says (in Parashas Ki Savo) “and they shall eat within your gates.” From here [we learn] that tevel, even if only the poor man’s tithe has not been separated from it, is still subject to the prohibition of tevel.
On the daf / in context: The contrast between the prohibition of eating ma’aser within the gates and the permission for ma’aser ani establishes that incomplete separation still leaves the produce in the status of tevel.
