כִּ֣י אִם־בַּמָּק֞וֹם אֲשֶׁר־יִבְחַ֤ר יְהֹוָה֙ בְּאַחַ֣ד שְׁבָטֶ֔יךָ שָׁ֖ם תַּעֲלֶ֣ה עֹלֹתֶ֑יךָ וְשָׁ֣ם תַּעֲשֶׂ֔ה כֹּ֛ל אֲשֶׁ֥ר אָנֹכִ֖י מְצַוֶּֽךָּ׃

But only in the place that Hashem will choose in one of your tribes — there you shall offer your burnt-offerings and there you shall do all that I command you.

שָׁם תַּעֲלֶה וְשָׁם תַּעֲשֶׂה – אָמַר רַבִּי יוֹנָה, מַקִּישׁ שָׁם שָׁם, מָה הַעֲלָאָה לֹא עָנַשׁ אֶלָּא אִם כֵּן הִזְהִיר אַף עֲשִׂיָּה לֹא עָנַשׁ אֶלָּא אִם כֵּן הִזְהִיר.

English: “There you shall offer and there you shall do” — R’ Yonah said: He compares “there” to “there.” Just as with the offering up He does not punish unless He has first warned, so with the performing He does not punish unless He has first warned.
