וְהָיָ֣ה הַמָּק֗וֹם אֲשֶׁר־יִבְחַר֩ יְהֹוָ֨ה אֱלֹהֵיכֶ֥ם בּוֹ֙ לְשַׁכֵּ֤ן שְׁמוֹ֙ שָׁ֔ם שָׁ֣מָּה תָבִ֔יאוּ אֵ֛ת כָּל־אֲשֶׁ֥ר אָנֹכִ֖י מְצַוֶּ֣ה אֶתְכֶ֑ם עוֹלֹתֵיכֶ֣ם וְזִבְחֵיכֶ֗ם מַעְשְׂרֹֽתֵיכֶם֙ וּתְרֻמַ֣ת יֶדְכֶ֔ם וְכֹל֙ מִבְחַ֣ר נִדְרֵיכֶ֔ם אֲשֶׁ֥ר תִּדְּר֖וּ לַֽיהֹוָֽה׃

And it shall be that the place that Hashem your God will choose to cause His Name to dwell there — there you shall bring all that I command you: your burnt-offerings and your sacrifices, your tithes and the contribution of your hand, and all the choice of your vows that you vow to Hashem.

וְכָל מִבְחַר נִדְרֵיכֶם – תַּנְיָא, כָּל קָרְבְּנוֹת הַצִּבּוּר וְהַיָּחִיד אֵינָם בָּאִים אֶלָּא מִן הַמֻּבְחָר, שֶׁנֶּאֱמַר וְכָל מִבְחַר נִדְרֵיכֶם – מֵהַמֻּבְחָר שֶׁבְּעֶדְרֵיכֶם.

English: “And all the choice of your vows” — It was taught: All communal and individual offerings come only from the choicest, as it is stated “and all the choice of your vows” — from the choicest of your flocks.

On the daf / in context: The requirement of “mivchar” establishes that only the finest animals are suitable for the altar.
