רֶגֶל בִּפְנֵי עַצְמוֹ… הַהַלֵּל וְהַשִּׂמְחָה — שְׁמוֹנָה. מְלַמֵּד שֶׁחַיָּיב אָדָם בְּהַלֵּל וּבְשִׂמְחָה וּבִכְבוֹד יוֹם טוֹב הָאַחֲרוֹן שֶׁל חַג כִּשְׁאָר כָּל יְמוֹת הַחַג.

What Is Learned Shemini Atzeres is a festival “on its own” (regel bifnei atzmo). Hallel and simcha apply for eight days — one is obligated in Hallel, rejoicing, and honor of the last Yom Tov of the festival as on the other festival days.
