The Complete Passuk

וְצִוָּה֙ הַכֹּהֵ֔ן וְחִלְּצוּ֙ אֶת־הָ֣אֲבָנִ֔ים אֲשֶׁ֥ר בָּהֵ֖ן הַנָּ֑גַע וְהִשְׁלִ֤יכוּ אֶתְהֶן֙ אֶל־מִח֣וּץ לָעִ֔יר אֶל־מָק֖וֹם טָמֵֽא׃

Torah Temima points to Toras Kohanim.

Core Text

וְצִוָּה הַכֹּהֵן וְחִלְּצוּ — הַצִּוּוּי בַּכֹּהֵן וְהַחֲלִיצָה בְּכָל אָדָם.

English: “And the kohen shall command and they shall remove” — the command is by the kohen, but the removal may be performed by any person.

Distinction of roles

Chazal again separate the authoritative order (kohen) from the physical labor (anyone).
