English: “And they shall clear the house” — it was taught: Negaim come because of theft, as it is written “and the kohen shall command and they shall clear the house,” and it was taught: he gathered wealth that was not his; let the kohen come and scatter his wealth.
Moral cause — gezel
Chazal link house-negaim to the sin of theft; the forced emptying of the house publicly exposes ill-gotten gains.
