English: “And the one to whom the house belongs shall come” — he himself shall come, and not send via an agent; one might think even an elderly or sick person [must come], therefore the verse says “and he shall come.”

Chazal require the owner to appear in person before the kohen; an agent is not acceptable, though the elderly or ill are given appropriate consideration.
