כֹּל אֲשֶׁר אֵין לוֹ סְנַפִּיר וְקַשְׂקֶשֶׂת. כֹּל – לְרַבּוֹת אֲפִלּוּ בַּעַל עֲצָמוֹת וְאֵינוֹ פּוֹרֶה וְרָבֶה, אוֹ פּוֹרֶה וְרָבֶה וְאֵינוֹ בַּעַל עֲצָמוֹת.
Comprehensive extension — “Everything” includes creatures with bones but no reproduction, and those that reproduce but lack bones.
The inclusive word כל extends the category beyond ordinary fish to aquatic creatures lacking the required combination of characteristics.
