English: “Saying to them” means that Aaron was to transmit the teaching to Eleazar and Ithamar. It cannot mean Israel, because the next verse explicitly commands speaking to the children of Israel; therefore the phrase is understood as referring to Aaron's sons.

Type of Learning

Textual distinction — The Sifra resolves the phrase by comparing it with the explicit command to speak to Israel in the following verse.

What Is Learned

The Sifra reads the apparently redundant “saying to them” as a deliberate reference to Eleazar and Ithamar, highlighting the transmission of the laws first within the priestly family.
