Yerushalmi Shekalim 1:1 — Rabbi Chagai in the name of Rabbi Shmuel bar Nachman identifies three distinct terumos in this passage.
English: Rabbi Chagai said in the name of Rabbi Shmuel bar Nachman: Three terumah collections are stated in this passage: the terumah for the sockets, the terumah of the half-shekels, and the terumah for the Mishkan. “Speak to the Children of Israel and let them take for Me a terumah” refers to the terumah for the sockets; “from every man whose heart moves him, take My terumah” refers to the shekels; and “this is the terumah that you shall take from them” refers to the Mishkan. The Mishkan terumah was for the Mishkan; the shekels were for the communal offering, so that everyone's share would be equal; and the socket collection was fixed, so the rich could not increase and the poor could not decrease it.
What Is Learned: The Yerushalmi distinguishes three separate collections by the repeated uses of “terumah” in the passage and assigns each a different purpose.
