Yerushalmi Terumos 1:1 — Rabbi Shmuel bar Nachman derives the five disqualified donors from the wording of this passage.
English: Five may not make the terumah offering, and if they did, their terumah is not valid: a deaf-mute, an imbecile, a minor, one who contributes something that is not his, and a gentile who contributes an Israelite's produce, even with permission. Rabbi Shmuel bar Nachman derives all of them from this verse: “Speak to the Children of Israel” excludes a gentile; “from every man” excludes a minor; “whose heart moves him” excludes one without the requisite understanding; and “this is the terumah that you shall take from them” excludes one contributing what is not his.
What Is Learned: The Yerushalmi reads several phrases of the verse as precise exclusions governing who can validly designate terumah.
