מגיד הכתוב שמצות הפסח במצה ומרור, ומניין שאם אין לו מצה ומרור יוצא חובתו בפסח לחוד, ת"ל יאכלהו, וכשם שיוצאין חובת פסח בלא מצה ומרור כך יוצאין חובת מצה ומרור בלא פסח כלומר שאין פסח מעכב מצה ומרור, ויש לכוין ע"פ זה שינוי הלשון שבכאן ובפסח שני, דכאן כתיב ומצות על מרורים יאכלהו, ובפסח שני כתיב על מצות ומרורים יאכלהו, והלשון על ידוע דהוא טפל, ובפסח ראשון מכיון דמצה היא מצוה בפני עצמה אף בזמן שאין פסח לכן כתיב ומצות ולא על מצות, להורות שמצה היא מצוה עיקרית בפ"ע ואינה טפלה ואינה בטלה לגבי פסח, משא"כ בפסח שני שאם אין פסח אין מצות מצה לכן כתיב על מצות, ובמרור כתיב בשניהם על, משום דבזמן שאין פסח באמת מרור אינה מדאורייתא לא בראשון ולא בשני, כפי שיתבאר עוד בפרשה אי"ה. .

English: “And matzos with bitter herbs they shall eat it” — Scripture tells that the mitzvah of the Pesach is with matzah and maror; and from where that if one has no matzah and maror one still fulfills with the Pesach alone? Therefore it says “they shall eat it.”
