וַיָּבֹ֙אוּ֙ בְּנֵ֣י יִשְׂרָאֵ֔ל לִשְׁבֹּ֖ר בְּת֣וֹךְ הַבָּאִ֑ים כִּֽי־הָיָ֥ה הָרָעָ֖ב בְּאֶ֥רֶץ כְּנָֽעַן׃
Thus the sons of Israel were among those who came to procure rations, for the famine extended to the land of Canaan.

ויבאו בני ישראל. וכתיב התם ונקדשתי בתוך בני ישראל, מה בני ישראל האמור כאן עשרה, אף בני ישראל האמור להלן עשרה, מכאן לכל דבר שבקדושה שאין אומרים בפחות מעשרה.
English of Core Text: “And the sons of Yisrael came…” And it is written there, “And I shall be sanctified in the midst of the children of Israel.” Just as the “children of Israel” stated here [in the context of the spies / the ten] are ten, so the “children of Israel” stated there are ten — from here [we learn] that any matter of sanctity is not recited with fewer than ten.
On the daf / in context: The Gemara and parallel sources derive the requirement of a minyan for devarim she-bikedushah from the gezerah shavah of “tokh / tokh” and the count of ten in the narrative of the spies and here.
Type of Learning: Gezerah shavah / Derash on the verse (Bavli) — the classic derivation of the minyan requirement.
What Is Learned: Any matter of sanctity (Kaddish, Kedushah, Barekhu, public Torah reading, etc.) requires a quorum of ten adult male Israelites.
