And Yosef said to Pharaoh, “Pharaoh’s dream is one; what God is about to do He has declared to Pharaoh.”
Midrash Sekhel Tov, Bereishis 41:25:1–3. The source explicitly treats “Pharaoh’s dream is one” as the relationship between the two dream images and explains the divine disclosure.
Midrash Sekhel Tov explains that the dream of the ears of grain interprets the dream of the cows, and that “what God is doing” refers to what He has determined to bring about.
